A cognitive disability often caused before, during, or soon after birth, which can also be caused by trauma to a child or disease.  About 30% of cases are the result of genetic abnormalities such as Down Syndrome,  Fragile X, or PKU (phenylketonuria).  People with mental retardation have a below average level of intellectual functioning (IQ below 70) that causes limitations in daily living skills.  Children with MR learn and develop more slowly than others.  Their adaptive skills, such as communication, memory skills, self care and social skills, academic skills, and job related skills may be impaired.  However, with proper training and supports, many can lead reasonably normal, happy lives.
